Volunteer Day -- Saturday

Friends,

     This Saturday, we will begin getting the Police House ready for a move.  There will be cleaning, painting, and general repairs.

     We will start at 8 A.M. and work until we get tired or have to go.  Whether you have 30 minutes or an hour or a day, your help will be greatly appreciated.

     Do not like cleaning?

     Do not like painting?

     Can't hammer a nail without bending it?

     Allergic to dust?

     We understand . . . . but we still need your help.  It will save the Village money than can be spent on roads.

      Come when can, stay as long a you want, and help us.

The latest news, Sunday 25 Jan 15.

Friends,

Shane Barrier gave an excellent Volunteer Fire Department Report at Thursday's BOA meeting.  There are approximately 32 volunteer firemen who answer calls 24//7 without hesitation, without pay, without due appreciation.  Shane and our Police Chief will be added to our negotiation committees as their say will be significant.

Alderman McDougal reported that the Engineers have completed their study and recommendation on Roads, request for bids sent out, and the opening of bids on 17 Feb with completion of this section of road repair by the end of July.  By the end of March you will see the first major road work beginning.  We will do as much money as we have this year.  Next year, we will do more.  Prepare yourself for some inconvenience.

Among the events being planned by the PALS (Public Art League Salado), is a Magic Show for the summer.  Like Blue Lapis, it will be a family event.

The Board of Aldermen is considering applying for a million dollar TXDOT grant.  This grant is a 70% - 30% grant -- TXDOT gives 70% and the city gives 30%.  They will make a decision in the Board of Aldermen meeting 5 February.  There is approximately 54 million dollars in available grant money.

We are still waiting to hear from EDA on our 1.5 million dollar grant request.

Last evening's Surprise Birthday Party for Jack Schlock was very well planned and attended.  Jack was very surprised to see the large number of friends and relatives that attended.

The State of Salado report will be given 5 February at the beginning of the Board of Aldermen/lady meeting, 6:30, Municipal Building.

The first meeting of the three committees -- Development and Economics; Water Treatment Plant, and ETJ/Annexation will be this week.  They will be studying two proposals made by Sanctuary and making recommendations to the Aldermen/Lady.  Kim is working the exact date and time.

Do not forget the second annual Lions Club Brisket Bing is Sunday afternoon, 25 January, 1:30 P.M. in the Civic Center.  Should be lots of fun.

Texas A&M is on the schedule to come this Spring.  One of their architecture/city planning classes will spend a weekend in Salado talking to citizens and store owners on how best to design  downtown Salado.  This will become that class' main project for the semester.

Tuesday, 21 January -- Latest Happenings

Friends,

I.

(1)  The Holland Bridge:  A 30-40’ huge drill was drilling yesterday as part of stabilizing the northwest side ramp.  The bridge is fine; it is the side ramp coming off the bridge that presented the problem.  31 January is the date for completion – the clock is ticking.
(2)  Construction street sweepers are sweeping the frontage roads.  That helps keep the area neat and orderly.
(3)  The concerns are centered on much construction and not much progress.  There are a number of projects that were started months ago and are still not completed.  When TXDOT has the town hall meeting in early February, these concerns will be raised.

II.

(1)  The  Mall containing Village Voice, Anytime Fitness, etc., is receiving a
new roof painting. Looking good!
(2)  The Golf Course continues to improve as work is continually being done.  Golfers are playing every day – some in the cold and a few in the rain.  Spring is coming.  Have you considered becoming a member?
(3)  The Mill Creek Association has requested and paid for the permit with Texas Parks and Wild Life  to clean the Low Water Bridge Area.  Amber is requesting the second permit.  Both should be received in the next few weeks.  
(4)  The Trees with limbs over the road are presenting a problem to our Fire Department.  If they are too low, they will damage the lights and roofs of the trucks.  Repairs are expensive.  If you have large trees near the road, respectfully request the limbs be inspected to ensure they are not causing a problem. 

III.

Sunday, 3 P.M., the first meeting between Robert Sulasky, Sanctuary’s CEO, Madison Inselmann, project Manager, the Village City Manager, and Mayor was held.  The basis for the meeting was clarification of Sanctuary’s proposal letter which was received by the City Manager and the Mayor.  No negotiations took place.  It was simply questions and answers.   The meeting was cordial, informative, and beneficial. Kim will be presenting the letter to the three committees, Development and Economics, Water Treatment/Sewer, and ETJ/Annexation in the next two weeks.  The committees, consisting of two Aldermen and two or three citizens will review, research, and make recommendations to be used in formal negotiations.

Sunday, 18 Jan 15, Village Information

Friends,

1.  The work on Holland Road Bridge continues.  There have been crews working on it this week.  If the weather remains favorable this week, there should be good progress made.  The clock is ticking and 31 January is a couple of weeks away.

2.  A Town Hall with TXDOT is being planned for early February.  TXDOT is working on the date and time.  Please strongly consider attending.  Your comments and questions are encouraged.  Of interested, will be Salado Plaza intersection, completing the on and off ramps, and curbs and sidewalks for Main Street.  TXDOT has assisted Bartlett and Temple with sidewalks and curbs; Salado should be considered also.

3.  The first negotiations with Sanctuary begin Monday at 3 P.M.   Following this meeting our 3 committees will immediately begin working the proposal.  Kim will be arranging the times and meeting places.  Communication will be through the Village Voice and this Blog.  Please take time to read as often as it is convenient.   The Village will ask Sanctuary to do a joint Town Hall in March to give you the agreements reached and Sanctuary’s future plans. 

4.  The Mill Creek Association is working with Aldermen Preston-Dankart and Bill Helm in cleaning out the low water bridge by the old Club House. 

5.  Aldermen McDougal announced in the BOA meeting Thursday that the engineers’ road reports are ready and will be going out for bid by the end of January.  The Village will do as much work as the budget permits:  somewhere between $200,000 and $400,000.  YOU CAN HELP BY SHOPPING SALADO.  MONEY FROM SALES TAXES WILL HELP DEFRAY THE COSTS. 

6.  The Village of Salado is strengthening its relationship with our Volunteer Fire Department.  Beginning immediately, the Fire Chief or his designated representatives will begin serving on Village Committees.  The Fire Chief will serve on the Development and Economics Committees during Negotiations. 
        One of the concerns are the trees over the roads.  If they are not trimmed or too low, the limbs will damage the fire trucks or make it impossible for trucks to pass through.  Please see if any of your trees are hindering the fire trucks passage.

7.  There are a number of complaints concerning the large number of deer.  Alderman Amber is working with Texas Park and Wildlife to see what can be done.

Wednesday 14 January -- New news

Friends,

(1)  A full crew is working on the Holland Bridge.  It appears they will meet the 31 January deadline.  The good news is they are working and the clock is ticking.

(2)  Texas Park and Wildlife will meet Alderman Amber Preston-Dankart and tour Salado.  There are complaints about the number of Buzzards seen around Salado creek.  Amber has not been able to find a reason for the Buzzards. The tour will also include the low water bridge by the old club house and the park.  Information will be given on how, what, when, and where that section can be cleaned so the water will flow freely and cleanly.

(3)  Temple College is being asked to consider college classes in Salado.  They offer two classes at the High School averaging about 20 students.  Some of the classes will be core (English comp, history, humanities, etc.) and some will be elective classes (writing, basic accounting, art appreciation, etc).  If you have a class that is of interest, use the comment section of this BLOG.  Usually, it takes about 10-15 students to make a class.  The location of the classes is to be determined but the Civic Center and the High School are possibilities.

(4)  Mr. Robert Sulaski, Sanctuary arrives Monday for the first negotiation meetings with the Village. A date to reach all agreements is 31 March.  That is a "stretch" but we will work toward meeting the suggested date.

(5)  Salado on the Rocks and Wildflower Art Festival are coming.  Start getting excited.  With the weather, business has probably been very slow.  SHOP SALADO, PLEASE.  It will help our shop owners and our sales taxes.

You are doing great folks.  Sometimes it seems the Village Government go at a very slow pace, but that is Government and law.  We will go as fast we can without making waste or mistakes hopefully.

Peering through the Looking Glass


Friends,

    The next two weeks are going to be very busy.  The Development and Economics, Water Treatment/Sewer, and Annexation/ETJ are completed.  The following is a brief description of what each committee will be discussing and recommending:

Development and Economic: 

- development agreement/planned develioment agreement:  will cover the technical specifications and specific details of what the development will include and look like as well as timing: street widths and specifications, parks, building uses/sizes/facades/styles, bike lanes, sidewalks, special features such as ponds; landscaping, relationship of buildings.

--economic development agreement:  this essentially describes the deal. this will address timing, roles and responsibilities of each party, cost participation, funding source, incentives etc


Water Treatment and Sewer:

--waste water agreement:  will cover financial contribution and in what form it comes (taxes, impact fees etc), land, right of way, permit, timing, what is done with the effluent, ownership

ETJ and Annexation (originally, these were to be separate committees, however, they are so entwined that they can be combined into one committee

--this committee: will look at what other cities are doing, learn about our options to address annexation,  make recommendations on how, when, and where to address possible voluntary annexation, ETJ agreements, and development agreements. 

2.  Board of Aldermen meeting will be 15 January, Thursday, 6:30.  Workshop will follow.  Much business; will probably be lengthy.  

3.  Saturday, the Mill Creek Association will meet to elect new officers and conduct business.  There will also be a food and the opportunity to meet your neighbor.

4.  Sanctuary leadership will arrive for the Tuesday start of negotiations.  These meetings will continue through Wednesday evening and will include the above committees.

5.  Thursday, 22 January, will be the regular BOA meeting, 6:30.  

6.  Saturday, 24 January, will be the quarterly BOA workshop, 9 A.M. to 1 P.M.  The public may attend this, but there will be little time for comments.  

7.  Saturday, 30 January, Volunteer Day to work on the Municipal and Police Buildings.  More to come on this.

8.  The State of Salado report will be moved to 5 February and will be presented as part of the BOA monthly meeting.  

As all of the above evolves, more information will be given as to time, location and agenda.  Results of the meetings will also be given in future blog posts.

Precaution, election, and preparing to negotiate Sat 10 Jan 15

Friends,

 1. The reports, as you know, from France are alarming.  If nothing else, it reminds us that in this environment of terrorism, we cannot be too careful.  Part of the Mayor's job is to protect the health and welfare of the Village.  Nothing is known, there are no special reports on the street, no warnings from the State or Federal Government.  No reason to worry or be frightened.

    This is a reminder to be alert, to be cautious, and report anything that is suspicious to our Police Department whether you are in Killeen, Temple, Belton, Austin, or here.  Please do not become paranoid or overly anxious.  There is nothing, absolutely nothing in which to be concerned.  Just a Mayor that wants the best health and welfare for the Village. "An ounce of precaution is worth a pound of cure" says it best.

2.  January is the month to decide on who is running for Aldermen/Lady.  Three Aldermen will decide if they are going to run for Aldermen, again -- Hans Fields, Fred Brown, and Mike McDougal.      If other citizens are interested in running for one of these three positions, please pick up a packet from the Village Municipal Office.  The last day to file is Friday, 30 January.

3.  If you are interested in serving on one of the following Committees:
           
            Development and Economics

            Sewer and Water Treatment

            Annexation

            ETJ

please call the Village Office and volunteer by close of business Tuesday, 13.

      These committees will assist in developing the Village's position in negotiations with potential developers.  There will be 2 Aldermen and 2 citizens on each committee.  If needed, each committee may expand its membership as needed.

       The Village Administrator will serve on all four committees.  The Mayor will serve on as many committees as possible, mostly those meeting in the evening.

       Your expertise and skills will be greatly appreciated.  Please volunteer.

Friday, 9 January 15 Happenings

Friends,

     As you know, it has been a quiet day and quiet a cold day.  There was not much business downtown and not much work on I-35.  No work was done of Holland Bridge today.  Monday will probably be the earliest any work is done.  More rain is expected Tuesday and Wednesday.  Next Thursday, will be the half way mark of January.  We are pushing as hard as we can; weather is a factor, not an excuse.

    Alderman Mike McDougal reported that the Engineers who are marking the first road to undergo major repair is in the final stages of their report.  Within the next 30 days, it will go out for bid.  Once we know the cost, a decision will be made by the BOA on how much we can afford.  It is important that you remember these facts:

 1.  We will do what we can afford.  This will be determined by our Property and Sales Taxes.  Property taxes will not change.  Therefore sales tax is important.  Please shop Salado as much as possible.  The more sales taxes, the more we can do.  

2.  When work begins, there will be inconveniences.  Prepare yourself for equipment, dirt and dust, workers, detours, and other inconveniences.  Remember the end result:  a nice road that will improve your ride as well as your property values.

3.  We will watch carefully for quality work and timely completion.

4.  The Sewer Bond Election money and the 1.5 million grant (if we get it) can only be used for the sewer.  When using this money with strict restrictions, we want to be absolutely correct.  We will ask our Village Attorney this question:  If a road is torn up due to the sewer line being installed, can that money be used to repair the road.  If the answer is "yes" that will be most helpful.

5.  We are twisting TXDOT's arm as much as possible to determine if they can help us anyway possible.  Same with the County.

    In the Village today many high compliments on the Chamber Banquet.  Mentioned most often was the great Spirit of the evening.  To you, thank you.  Second most received comment, the appreciation of how many new young couples came.  They are right -- our present and future leadership made a very positive impression.

    Finally, a new artist is in town.  His shop will be next to the glass shop.  This artist will do ceramics and other forms of art.  The shop is just beginning, therefore, there is no name yet.

A Thursday to remember -- 8 January

Friends,

Looking closely at the repairs being done on the Holland Bridge, it is evident that concrete work was done Wednesday.  Today, no work was being done.  The equipment was in place, but no workers.  It was certainly too cold to pour concrete.

The visit with Dr. Novotny was exceptional.  How fortunate Salado is to have him as their school Superintendent.  The discussion centered on how we could help each other in the future.  As the growth of Salado is a challenge for the Village so will it be for the school district.  We will work together to find the best solution for Salado.

Additionally, the visit with our County Commissioner, Tim Brown, was most valuable.  His years of experience and love of Salado are invaluable.  He gave guidance on future development, the ETJ, and the importance of the Historical District.  There is no doubt, the country is solidly behind Salado.  Like Dr. Novotny, Tim Brown will work closely with us in the days to come.

There is no doubt that Michael Novotny and Tim Brown are special people who work hard to help and make Salado be a special place to live and work.

The crowning event of the evening was the Chamber of Commerce Banquet.  The spirit of 197 people was evident throughout the evening.  There was laughter, standing ovations, great food, and tremendous fellowship.  The awards given:

Many, many, many thanks to the merchants who gave so freely for the Silent and Verbal Auction.  You are always there to help the Village, the schools, service organizations, and people in need.

Dave Hermann, an excellent emcee, said good-bye as the 2014 Chamber Chair.  What an outstanding job he has done.  His hard work and spirit are directly responsible for a tremendous 2014 year.

Tim Fleischer was welcomed as the new Chamber Chair.  He will do well.

Going home, with all of the above, there is something that needs to be said over and over, again.  No matter the leadership, the awards, and the special recognition, the award for the Best Citizens in Texas should go to YOU.  All the above would not be possible without your care, love for Salado, and daily support none of the above could happen.

Wednesday, 7 January Happenings

Friends,

1.  Good news.  Even in the mud, water, and cold work is being done on the Holland Bridge.  The two machines seen yesterday, were working today.  Men were busy repairing.  Lots of rain this weekend, not sure how much it will slow progress.  Hopefully, not much.

2.  Chief Jack Hensley and his policemen are going to become more involved in community assistance.  During their shifts, they will be the village's eyes and ears along with crime prevention.  For instance, pot holes will be reported immediately to the Village Office so that our maintenance supervisor can fill them immediately.  They will not be code enforcers but they will watch the community to ensure ordinances are being followed.  If something is not right, a call will immediately go to the Village Office and our City Administrator will take charge.  We have excellent Policemen and they will use balance and common sense in helping the village stay on top of problem areas.  With a Village staff that is not large, this will be another helping hand in maintaining quality of life in the Village.

3. Kerri Fillips, Chamber of Commerce events coordinator, is working the event plans this year and doing an excellent job.  For instance, recently she was thinking how to improve the Spring Wildflower Arts and Crafts Festival.  She not only researched and reviewed past Festivals, she met with various Village artists and listened to their suggestions and ideas.  Involving the community guarantees success.  Way to go, Kerri.


4.  The Mill Creek Community Association will hold it’s Annual Meeting and New Year’s Gathering on Saturday, January 17, 2015.  It will be held at 6:00pm at the Stagecoach Inn, in the banquet room off the main dining room.
Come and enjoy refreshments, music, and socializing with your neighbors.  No charge. Cash bar. Casual dress.

6.  Madison has compiled the last three Sanctuary meetings into one document.  Sanctuary and the Village officials will be meeting 20-22 for the first round of negotiations. 

7.  According to our City Manager, The Chamber and the Village had an excellent meeting this Wednesday morning.  The partnership between the Chamber and the Village is strengthening -- together working for the good of the Village.

Tuesday, 6 January 15 Happenings

Walking under the Holland Road Bridge to see what repair progress has been made revealed indication that James Construction had started the repairs.  There was about 6 inches of water over a large area of mud making it impossible to continue the repairs.  They have two pieces of equipment ready to work when the area dries.  The rain expected this weekend will delay the repairs even more.  31 January remains the deadline.

Lots of excitement about the upcoming Lion's Brisket Bingo, 24 January.  The first Brisket Bingo  held last year was a howling success.  This year's Bingo is expected to be even better.  Come to the Civic Center ready to play and take home that Brisket.  People who know say it is going to be more fun than a barrel full of monkeys.

Gayle is Director of the Bell County Writers Guild and has her own website, Gayleblancett.com.  She loves to write poetry and, recently wrote her first Children's Book illustrated by Hollye Davis, her daughter.  As she completes her year as Director, she is quietly contemplating an informal Salado Writer's Guild for those who write or want to write.  You might want to check out her website, Gayleblancett.com.

Darlene Walsh gave a large list of ideas for the Village.  In a future blog, some of those ideas will be presented.

Word on the street is that Mary Street, the road leading into Hidden Glenn, will be repaved with sidewalks and curbs.

The Chamber Banquet Thursday is coming quickly.  Thanks you for attending.  The family is coming together for a great evening.  The Range is catering -- will be great food.

Monday, 5 Jan 15 happenings

These are a few items of Village Business, Monday, 5 Jan 15

Sanctuary -- the Village will begin negotiations with Sanctuary 20-22 January.  Time and place to be determined.  These are the first negotiations between the two parties.

BOA Saturday workshop -- 24 January, 9A.M.-2 P.M.-- place to be determined.  The agenda is planning, planning, planning.  Citizens are invited, but will have a very limited opportunity to speak.  This will be a great session to listen and learn.

Volunteer Day -- 31 January, 8 A.M. - 3 P.M. -- paint, help move, clean, and much more.  Please give this day special consideration even if it is only for an hour or two.  It is a great savings for the Village and will be greatly appreciated by our Police and Village Staff.

Holland Bridge -- It appears that work is occurring or about to occur on the closed bridge.  Equipment is in place.

Ordinances -- this committee is working as quickly as possible getting the ordinances in order.  This going to be a year of negotiations and the Village must be prepared and ready.  Some of the ordinances will be presented to the BOA, 15 January, 6:30 P.M.

Village Secretary -- Randy Stonebridge received 100% Disability which means he cannot work.  Randy will be on call "free of charge" if the Village needs him.  He has been the driving force in bringing the Village Office into the age of technology.  Thank you, Randy.  We are glad you will continue to help us on a limited basis.

Interviews started today for a new Village Secretary.  Kim, Mike, and Amber are doing the interviews.  The person selected will be presented to the BOA 15 January.

Who is reading this blog?

Friends,

These are the citizens of various countries that are reading this Blog.  France is a surprise.  The number of former Soviet Union Countries is interesting.  Taiwan was unexpected.  Salado is becoming international in a small way.  There is little use reading anything into these statistics; it is just fascinating to wonder why.

 Recently, one said, "No matter where you go in Texas, people either know or have been to Salado.  Our Village has a well-know; well respected brand."

Now the work begins and a few new facts

Friends,

      The Holidays are over and the Village work is beginning.  The last 5 or 6 blogs have outlined the work to be done.

      This week, the 4 major committees will be formed:  Development and Economic, Annexation, Sewer, and ETJ.  These committees will be presented to the BOA.  Once approved, they will begin work immediately with a completion date of May or early June.

      Road repair will begin as soon as the weather permits.

      The Police department will be moved by 10 February.  THANK YOU TO THOSE WHO VOLUNTEERED WITH CLEANING, PAINTING, AND FLOORING.  WE NEED MORE.  CALL KIM -- 947-5060.

      As soon as the Police are settled, we will start with the Municipal Building.  It will be finished by 15 March.

      As soon as spring appears, the Keep Salado Beautiful people will be asked to landscape the yard. It is to be attractive from I-35.  This is your City Hall and this is Salado.

      Cost for moving and refurbishment, under $24,000 for everything.  Hopefully, with volunteers, under $20,000.

      Since James Construction trucks used the road between the Municipal Building and the Church of Christ, they are being asked via TXDOT to re-pave the road at their expense.

      The first Ordinance changes will be presented in the 15 Jan BOA.

      Training for the Village Secretary and the Planning and Zoning Board are being planned.

      A new Code Enforcement Officer will be sought and hired.

      The contract between the Village and the Chamber of Commerce will be strengthened.

       The re-organization of the City Office will be completed and computerized.  There will be instant networking with the Director, Chamber of Commerce.  A competent, professional accounting system will be in place.  All of this will save hours of work for our staff and make the office more efficient and productive.

       And, finally, the third phase of the 1.5 million sewer grant will be submitted this week.  Keep your fingers crossed -- it is a good sign we have gotten this far in the process.

       This is the tip of the iceberg.  This year is going to be long and hard.  We must be sharp and diligent.  The hours of work will be unbelievable.  If we do it right, it will be a great year.

       On yes, TXDOT has been told if Holland Bridge is not open by 31 January, we are going to the Governor.

180+ -- thank you

Friends,

Debbie reported this afternoon that over 180 people made reservations for Thursday, January 8, Chamber of Commerce Banquet.  Held at TENROC Ranch, Blue Heron room, this event is one of the best attended in recent years.

It should be a fun evening with Fred Brown as emcee.  We may never be the same.

You are a wonderful Village that is full of life and vitality.  Thank you for supporting the Chamber of Commerce and the Village.  You and only you are directly responsible for Salado being the talk of the   County and State.

Salado -- a few photos for 2014

Friends,

Here are a few pictures to remind you of 2014.  It was a year of surprises, questions, wonderment, fun, and the Village coming together as a family.  Many people would love to live in Salado; we are fortunate to be the ones who have that fortune.  Here are just a few reminders of how wonderfully, neat Salado is:


It is piano concerts by gifted students and a loving teacher


and the Fort Hood Jazz band in the Venue.


Buds swapping stores at the Village picnic


and blessing the animals at the Episcopal church?


Who can forget Texas and Texas A&M students giving a weekend to work in College Park and Sculpture Park, and




 singing, praying, and fellowshipping at the community Thanksgiving Service.



It was a dedication of a beloved statue


 and Family Day at the Fire Department.


The best Fright Night at Tablerock


 and Feeding Thanksgiving travelers at the Rest Stop.


There were Halloween Hounds


and Talented shop owners.


Beautiful sunsets and



New babies.


Empty Soup Bowls for the less fortunate.


A Beautiful creek,


Stuff that is real,


and the love of StageCoach.

This is only 1% of the power of Salado.  Rejoice and celebrate.

Sometimes we talk/write too much and do not listen enough.  As the new years begin, we are interested in hearing your suggestions for improving life in our Village.  It is understood that roads, ordinances, and other major issues are at the top of the list.  What else, in addition to these, would improve our quality of life.

FACTS:

Salado citizens are intelligent and creative citizens that can hold their own with any Village in Texas.

We live in a beautiful area of trees, creeks, farm land, and wildlife.

We have a brand that most people in Texas have either heard about or experienced.

THIS BEING SAID,

Please respond with you ideas on how to make Salado better.  

FOR INSTANCE, 

     -- if you were a writer or had an ambition to be a writer, what could we do as a Village to make that dream come true

     -- if you wanted to invite more people to Salado to shop or play golf or just relax, what would you suggest?

    -- if you wanted to improve the parks or college hill, what would you do?

    -- if you wanted more events to bring the community together, what would they be?

    -- if you wanted to make life better for the residents of Salado, what would you do?

 YOU ARE NOT BEING SELFISH OR SELF-CENTERED, SO TELL US WHAT YOU WOULD LIKE

   -- what would you like the Board of Aldermen, the Chamber, the School, the service organizations, and others do to make this a quality place for you to live.  It is understood -- roads, ordinances, etc are at the top of the list.  What else in addition to these?

 PLEASE 

   -- be positive with you suggestions and recommendations

   -- center on quality of life for families, youth, single parents, senior citizens

   -- be creative, there are no dumb answers
