BOA, 12 August

Friends,

     Due to the Aldermen and Alderwoman being on vacation and not having a quorum to conduct business, the Board of Aldermen (BOA) was re-scheduled for 12 August, 6:30 P.M.  The Workshop will follow after the BOA.  The business of both meetings will be posted at least 72 hours before the meeting.

     Both the BOA and Workshop will address major village business.   For information purposes, you may want to attend and listen to the Aldermen discuss these issues.  As you are aware, uninformed gossip cripples the village.  It is best to get the information straight from those who make policy, the Aldermen and Alderwoman.

     By the end of August, there will be a Town Hall meeting to discuss the Water Treatment Plant.  The actual date of the Town Hall will be decided in the Workshop.

     Accurate and correct correct communication is essential at all times.  However, it is especially essential these next 4-5 months.  There are several good sources:

     (1) Monthly BOA and Workshop meetings.

     (2) The Village Voice Newspaper.  (Read Post: VV, a Voice of Communication)

     (3) The Quarterly newsletter with Aldermen and Alderwoman articles and information

     (4)  Salado Mayor Blog. Blogspot. com.  The Blog is written by the Mayor 4-6 times a week and covers not only Village Business but activities and events.  An average of 45 people a day read the Blog.

     (5) SaladoTx.Gov, the Village official Website

     (6) The Chamber of Commerce weekly events' email

Please tell you friends to read daily the SaladoTx.Gov and the Blog.  They are both easy to access; just type it in your browser and within seconds you will be reading.

Most important -- STAY CONNECTED; MUCH IS HAPPENING.

It is back!

Friends,

     1.  The Art Fair is back, and, hopefully, it will never leave, again.

     Thank you Chamber of Commerce for bringing the Art Fair back this year.  It was not easy.  As is known, when an event is cancelled or not held, it is difficult to start it, again.  You made it happen!

     In our Pace Park, this weekend, artists from across Texas will bring their fine arts for your enjoyment and possible purchase.  Our talented Salado artist will also be present.  Even in August heat, this Art Fair deserves our best support.  Whether it is for 30 minutes or 3 hours, please take the time to come by and enjoy the moment.  Who knows?  You may find that "just-got-to-have-art-piece" that fits perfectly in your home.  Better still, 25 years for now, your grandchildren or friend may have it on Antique Roadshow with a dealer saying, "You bought it for what?  What a deal you made!  It is now worth $38,000.

    You never know.

     And, if you do not buy anything, well you got to see some old friends and make new acquaintances.
That is priceless!

     If you see a Chamber member, say "thank you," please.

     2.  Listening to talk this morning, there were over 200 participants in the Midnight Madness 5K.  Very good!  Some deserving children will have some new sneakers thanks to you.

     This is Salado at its best -- sharing life and resources for the good of the Village.

Traffic tickets

Recently, the question was asked, "Are the Policemen writing more tickets than they normally do?

The Salado Chief of Police reviewed the records and the following are the results:

Total Traffic Tickets for the Years 2008-2013:

In 2011, the Village had 2 Officers writing tickets every month.  1 Officer wrote tickets for 6 months and was sick for the other months.

In 2012, the Village had 2 Officers writing tickets every month.  1 Officer wrote no tickets for the year due to sickness.  A new Officer was hired the latter part of the year but wrote few tickets.  The Chief started writing tickets the last 3 months of the year.

These are the only explanations given for 2011-2012.

How does 2013 compare to 2014?

"It only takes a spark to get a fire going"

Friends,

Creativity is intelligence having fun.  People admire intelligence, but they are attracted to fun.  Leonardo da Vinci knew how to combine both.  The diversity of his ideas and expertise staggers the mind.  He was a painter, architect, sculptor, anatomist, musician, inventor, and engineer.  He was the first Renaissance Man.

Charmaine Barker followed Leonardo da Vinci's example when she wrote, "there is a way the city can save money in the downtown project.  Give people the opportunity to give an antique light post in  memory or honor of a loved one, friend, or significant other."  We do it in churches with pews; why not beautiful lamp posts?

What a great idea!  It only takes a spark to get a fire going.  Why not park benches, a sidewalk or curb section with the honored name embedded in concrete, brick walks, etc.

Pete Stebbins saw Salado wood and said, "I can do something with that."  Have you seen one of his pens?  Absolutely outstanding craftsmanship made from beautiful Salado wood that was going to be burned or taken to the dump.

We have all admired the creative workmanship of Troy Kelly's beautiful sculptures.  Why not commission to do one that depicts the history or beauty or wisdom of Salado?  No one does it better and his art "graces" Salado.

There is beautiful art in the Village Art Studios.  Breath-taking beautiful art!  What talent there is in this town.

Our golf course just keeps getting better and better!  A tremendous source of pride is returning because a group of people made creativity and fun an economic engine that is driving our community.

It only takes a spark to get a fire going!

Want to have some fun?  Get creative and do something that betters our village; makes it more beautiful; and improves quality of life.

 Roselle Linder makes the best, the very best, most delicious Italian Creme Cake and shares it with her neighbors.  Quality of life just got better!

Poet Maya Angelou observed:  "You cannot use up creativity.  The more you use, the more your have.  Sadly, too, often creativity is smothered rather than nurtured.  There has to be a climate in which ways of thinking, perceiving, questioning are encouraged."

There is a climate change in Salado.  Please get involved.

Going after $$$$'s

    Several months ago, the Aldermen and Alderwoman learned about funds that were coming available this year.

    Yesterday, the following email was received by Margaret and sent to the BOA:

PUBLIC NOTICE


The Central Texas Council of Governments on behalf of the Killeen – Temple Metropolitan Planning Organization, Belton, Texas is soliciting project proposals for:

Federal Highway Administration
Transportation Alternatives Program (FY 13-14)

General Information
The Killeen – Temple Metropolitan Planning Organization hereinafter referred to as KTMPO serves as the planning organization for the federally designated Transportation Management Area located in the Central Texas area.  The KTMPO boundary covers all of Bell County and parts of Lampasas and Coryell Counties along with portions of Fort Hood. The Central Texas Council of Governments (CTCOG) serves as the fiscal agent for the KTMPO Transportation Planning Policy Board.

KTMPO is issuing a Call for Projects (CFP) to utilize federal funding available through the Transportation Alternatives Program (TAP).  The TAP replaces several programs such as Transportation Enhancements, Recreational Trails, Safe Routes to Schools, and several other discretionary programs, wrapping them into a single funding source. The CFP is available on the KTMPO website at www.ktmpo.org and describes detailed activities which need to be completed for submission of a project.  Questions about the CFP may be sent via fax to: Mark Collier, (254) 770-2360 or email to: mark.collier@ctcog.org.  A proposers’ conference will be held 2:00 p.m., August 25 in the CTCOG offices located at 2180 North Main, Belton, Texas 76513.  Questions regarding the CFP must be received by end of the proposers’ conference.  The final Q&A document will be posted on the KTMPO website by close of business on August 29, 2014. 

One original of the project response must be received at the CTCOG by 4:00 p.m. CST on October 15, 2014.  Email submissions are acceptable and must be received by the same deadline.

         WE ARE GOING TO COMPETE FOR THESE FUNDS.  

         It will not be easy -- Killeen, Harker Heights, Lampasas, Temple, Belton, and other communities will do the the same.  However, our chance is as good as their chance.  And, if we do not do it, we will get nothing.

        Respectfully request you help us with the following:

        1.  What project do you deem the most important (i.e. sidewalks, curbs, recreational trails, safe routes to schools, etc)?

        2.  Once the Aldermen and Alderwoman has decided on the proposed project, is there someone who can do a conceptual drawing on how it will look.  Details are important as well as the design itself.

       3.  Is there someone who has grant writing ability or is willing to learn.  There are some local and state agencies that have grant writers that may give a few free lessons. If there is more than one writer, that is even better.  THIS IS NOT THE LAST FUNDS OR GRANTS WE ARE GOING AFTER.  IT IS THE BEGINNING.  PALS proved that we can get grants.

      4.  If you are willing to suggest a proposal, do a conceptual drawing, or assist in writing the proposal, please call or email Margaret at your earliest convenience 947-5060.  Please do not be shy or think you are no qualified.  You are as qualified as anyone else.

      Every available penny that is not a loan or comes out of your pocket, is a win-win situation for our village and you.  And, the icing on the cake -- Salado is going to be beautiful and beneficial to our visitors and us.

VV -- a Voice of Communication

Friends,

     With each edition of the Village Voice, it is realized how important a village newspaper is to communication.

      Being the editor is not easy.  They stories have to be factual, interesting, and timely.  Experience and research are critical to citizens knowing and understanding each side of the news.  Today, people are visual, quick readers, and headlines have about 5 seconds to grab and keep the attention of the reader.

     Competition is brutal.  The larger newspapers are printed every day and have reporters that can turn a story in a matter of hours, sometimes minutes.  Their extensive websites can spin many events at a time; their archives can research in seconds; and they can cover an array of news not only in their town but in their surrounding communities.

     Being street-smart as well as intellectually smart is critical.  An editor has a thin line to walk between uninformed gossip and actual truth.  Personalities, events, and situations must be taken into account with every story, byline, and letter to the editor.  Mistakes can be costly and rarely never forgotten or forgiven.

     Ads and advertisements have to be correct.  Shop owners depend on the reliability and the timeliness of their ads.  One mistake can kill a sale and one misprint can cost a multitude of dollars.  Responsibility and accountability stops at one place, the editors of the newspaper.

    With all this taken into account, the Village Voice is an excellent source of communication.  There are times when it gets people upset; times when people marvel at its excellence and research, times when people want to cancel their subscription; times when people applaud it for its newsworthiness.
Whatever the climate; whatever the environment, what would our village be without the Village Voice?  It is an excellent source of communication.

    No one asked for this article; no one expects it.  It is time to say, "thank you, Tim and Marilyn for keeping us informed, helping us understand, and bonding us together as a family week after week."
